Model vs High Power Rocket Motor
In Canada, a model rocket motor is defined as a recreational rocket motor with an impulse that is produced by combustion of a solid propellent and does not exceed 160 newton-seconds.
In Canada, a high-power rocket motor is defined as a recreational rocket motor with an impulse that is produced by combustion of a solid propellent and exceeds 160 newton-seconds but does not exceed 40 960 newton-seconds.
The first number in CTI motor designation indicates the total impulse the reload.
For example, the 1 Grain Pro38 reload, with Classic propellant has a designation of 127G46-11A. In this case, the total impulse of the motor is 127 Newton-seconds and thus it would be considered a model rocket motor in Canada.
Acquisition
Motors up to 80 N⋅s Total Impulse: May be sold to users aged 12 and above.
Motors up to 160 N⋅s Total Impulse: May be sold to users 18 years of age and over.
Motors above 160 N⋅s Total Impulse: May be sold to certified High Power Rocketry users, 18 years of age and older.

All CTI ProX reload kits are “authorized explosives” as per the Canadian Explosives Regulations.
Storage
Rules for dealers are outlined in the Canadian Explosives Regulations.
Maximum Quantity (Users between 12 and 18 years old)
No more than 6 single use rocket motors with an impulse that does not exceed 80 newton-seconds, and no more than 10 igniters.
Maximum Quantity (Users 18+, without a magazine licence)
No more than 200 kg of rocket motors and reloading kits (combined quantity) and no more than 2500 igniters may be stored at any one time.
Maximum Quantity (Users 18+, with magazine licence)
Storage quantity is as per the terms of your magazine licence.
Transport
Pro24 through Pro98 rocket motor reload kits as classified as 1.4C for Transport. The applicable UN number is either UN0351 or UN0510.
Pro150 reloads are classified as UN0186, 1.3C for transport.
Users transporting CTI ProX reloads use the 150 kg Gross Mass exemption in section 1.15 of the Canadian Transportation of Dangerous Goods Regulations to transport up to 150 kg of reloads for personal use.
Transport of more than 150 kg (gross mass) of ProX reloads will require adherence to the requirements of Canada’s Transportation of Dangerous Goods Regulations.

Export
Reload kits and associated hardware from Pro24 through Pro98 are not on Canada’s Export Control List and thus do not require an export permit from Global Affairs Canada unless the recipient or destination country has been sanctioned by the Government of Canada.
Pro150 Reload kits and associated hardware are on Canada’s Export Control List and do require an export permit from Global Affairs Canada.
Reload kits from Pro24 through Pro150 all require a permit from Natural Resources Canada – Explosives Regulatory Division for export from Canada.
USA
Model vs High Power Rocket Motor
US law (14 CFR 101.22) breaks rockets into 3 categories.
Class 1—Model Rocket means an amateur rocket that:
(1) Uses no more than 125 grams (4.4 ounces) of propellant;
(2) Uses a slow-burning propellant;
(3) Is made of paper, wood, or breakable plastic;
(4) Contains no substantial metal parts; and
(5) Weighs no more than 1,500 grams (53 ounces), including the propellant.
Class 2—High-Power Rocket means an amateur rocket other than a model rocket that is propelled by a motor or motors having a combined total impulse of 40,960 Newton-seconds (9,208 pound-seconds) or less.
Class 3—Advanced High-Power Rocket means an amateur rocket other than a model rocket or high-power rocket.
In addition, NFPA 1127 defines rocket motors as:
Model Rocket Motor.
A solid propellant rocket motor that has a total impulse of no greater than 160 Newton-seconds (36 lb-sec), an average thrust of no greater than 80 N (18 lbf), and that otherwise meets the requirements set forth in NFPA 1125.
High Power Rocket Motor
A rocket motor that has no more than 40,960 Newton0-seconds (9209 lb-sec) of total impulse, that does not otherwise meet all of the requirements for a model rocket motor set forth in NFPA 1125.
Purchase
Motors up to 160 N-s Total Impulse and below 80 N Average Thrust:
May be sold to users 18 years of age and over.
Motors above 160 N-s Total Impulse or 80 N Average Thrust :
May be sold to certified High Power Rocketry users, 18 years of age and older.
Storage
As of 2009, a federal Low Explosives User Permit (LEUP) is no longer required to store ProX reload kits.
Your local jurisdiction may have additional requirements.
Transport
Pro24 through Pro98 rocket motor reload kits as classified as 1.4C for Transport. The applicable UN number is either UN0351 or UN0510.
Pro150 reloads are classified as UN0186, 1.3C for transport.
In general, users would be exempted from the requirements of US Transport of Hazardous Materials Regulations due to the ‘personal use exemption” in 49 CFR 390.3(f)(3), which allows for “the occasional transportation of personal property by individuals not for compensation nor in the furtherance of a commercial enterprise.”
Shipments from dealers to customers must follow all US Hazmat transportation regulations.

Contact either the National Association of Rocketry (https://www.nar.org/) or the Tripoli Rocketry Association (https://www.tripoli.org/) for mor information about launches in your area.
Export
The US export control jurisdiction for ProX reload kits is determined by the weight of propellant in the reload kit.
ProX reload kits (and associated hardware) for motors that contain more than 5 lbs of propellant are listed on the USML (Item IV (d)(7)) and are export controlled by the US Department of State.
ProX reload kits for motors that contain more than 1 kg (2.2 lbs) of propellant but less than 5 lbs of propellant are listed on the CCL (Item 1C608.k) and are export controlled by the US Department of Commerce.
ProX reload kits for motors that contain less than 1 kg (2.2 lbs) of propellant are listed on the CCL (Item 1C992.l) and are export controlled by the US Department of Commerce.
Hardware for motors that contain less than 5 lbs of propellant are EAR 99 and are export controlled by the US Department of Commerce.
California
Reload kits certified for use in the state of California bear the seal of the California State Fire Marshal (CSFM).
Europe
ProX reload kits are CE certified as P2 pyrotechnics in the EU.
ADR Transport classification has also been obtained and matches the classifications in the USA and Canada.
